How to fix syslog-ng in OpenVZ Debian VPS

If you are getting the error

syslog-ng: Error setting capabilities, capability management disabled; error='Operation not permitted'

add the following line to /etc/default/syslog-ng:

SYSLOGNG_OPTS="--no-caps"
