Cyrka is a GUI tool to decode Cyrillic texts improperly transcoded from Windows charset.
In order to install and run Cyrka you should have the following packages installed on your system:
You can install required packages with the following command
$ sudo emerge -uva dev-lang/ruby dev-ruby/ruby-gtk2
$ sudo apt-get install ruby ruby-gnome2
Download the script below, make it executable, place it in a directory available via PATH, optionally create a launcher.
Copy an improperly transcoded text and paste it to the topmost field of Cyrka window. Hit 'degibberish' button. Recovered text should appear in the bottom field.
